QANSAHDHERE DISTRICT: It is one of five Districts of Bay Region at the South-West of Baidoa about 90Km from Qansahdhere, Kurtun, Aw-dinle to Baidoa, it is Agro-postural area of nomadic life basically involving the resident lives, few commercial activities are seen in the town, the resident community are mostly Al-shabab influenced people, phone calls and brutal action of kidnapping, torturing, sloughing their heads and looting their livestock are the normal reputation of their administration.
After the Ethiopian and Somali Darawish Forces established, a clear change has taken place, the community are now started to know the mistakes Al-Shabab were affecting the poor nomadic people.
Briefing Report of Qansahdhere District Official Visit.
As ISWA Committee of Ministers and other Politicians namely:

5. Mr. Liban Shu’eb Abdullahi Manager of Resettlements & Diasporas Affairs,
We the above mentioned Committee departed from Baidoa by flight on 16/08/2015, the main targets of our Visit were:
I. To change the former District Council to a new Council who were with us,
- To mobilize the District Community to ISWA Policy,
III. To be present the selection of 300 new Darawish troops for the District security,
IV. To evaluate the existing Darawish troops fighting against Al-Shabab militants,
- To collect the existing challenges in the District , and
VI. To solve the existing obstacles of the District developments as we can.
We departed from Baidoa Airport about at 2:45 Pm and landed Qansahdhere at 3:30 Pm, in the Ethiopian Army Compound, we were welcomed by the Ethiopian base Commander Col. Taglai Burhan at his residence, and leaded us to a Government building where we lodged a duration of 82 days. It was a normal place with Somali Darawish escorts who were responsible of our security, but it was a front line.
As you all aware Qansahdhere District is the most Isolated District by Al-Shabab Militants for three years, in addition of sloughing some popular persons after every 2 or 3 Months to renew the fear of the residents, no vehicles come in or go out to transport the normal life for the residing Communities, if any tries to carry some goods from the neighbor villages such Ufurow, Habal-barbare, Bulo-fur, Banadir of Qansahdhere that Al-Shabab Militants allowed to reach the vehicle transport loads, their donkey carts and wheel barrows with the goods were burned and the donkeys were killed, when women of age 20 – 40 years tried to carry on their backs few loads of 20 Kilos of food, from a distance about 7 to 12 Kmts of the nearby villages ,whenf they arrive near to the town they spend in the night at the outskirt places, because of the Etiopian troops in their defense point, fearing not to be targeted to be Al-shabab militants supporters or be shot accidently by the Ethiopians or ISWA Security troops.
That proves lack of security, food and other life requirements for Human life; we started our targeted duty as follows:
> On 16/08/2015 at 5:00 PM we had meeting with the new and former District Council, listening their Reports, the former Council was headed by Mr. Aden Abdi Aden the District Commissioner, he hotly welcomed us, and gave us detailed briefing of the District concerns, he braised the District Darawish troops and their role of fighting against Al-Shabab Militants, he urged us to find their missing rights.
The Minister of Labor and Employment introduced the Committee members presented him impressed aim of Visit Qansahdhere District, he expected things will end in good result.
> On 17/08/2015 at 9:00 AM, we had meeting with the Ethiopian base Commander, we thanked him for his warm welcoming, we aforementioned him our aim of the Official visit to this District, and detailed him our program.
He apologized for his dishonour welcome, because he didn’t know our arrival time, he strictly consulted us to inform the community in meetings our Official abilities, he highly emphasized not to promise projects we are not sure to fund as the former Officers did; but one fundable Project; as it looses the confident of the community.;
He detailed the mal collaboration of the former Council with the Security Army of Ethiopia and Somali Darawish, he requested the new Council Committee to take an account if that mistakes come back that will affect the District Development , he mentioned the block of the roads are the most delay.
The Regional Committee closed the meeting with cheerful handshakes and good understanding, at 11:00AM.
>On 18/08/2015, meeting with the Somali Darawish troops headed by Ali Haji Ali (Ali Bon) in the District reported the Community damages that Al-Shabab made in the year 2013, they burned 69 donkey Carts with the caring goods and killed 131 donkeys, the worst events happened, when the donkey carts were burned, the owners took 8 donkeys to carry the remaining metals, Al-Shabab militants captured them and took to a court, the judge finalized the case to shoot the 8 donkeys. A small born donkey with his mother ran away at the shooting time, it was looking for two days and later shot.
The Commander detailed there are some Technical broken Cars, which would be great benefit to the Military operations in carrying their food, Medicines, Water and their injured or dead bodies at their operations, their kinds and missing parts are as follows
1 ) 3F Petrol (Abdi Bile), needs only Petrol,
2) 3F Petrol (Abdi Bile), requires Motor, Brake Oil Pump, and
3) Volvlo (Abdi Bile), requires Motorine
4) Runet 1KZ42 needs Motor,
We also visited on that day the following destructed Compounds:
a) Police station,
b) The Prison,
c) Somali Petroleum branch Office and the underground storage.
d) Post and telecommunication Branch Office, and
e) The existing Schools which showed great destructions.
1. Replacement of the former District Council:
> on 20/08/2015, With the presence of the Ethiopian Base Commander and the Community Elders, we came in a well managed ceremony of replacement the new District Council and the former ones.
The former District Commissioner with his Council members attended the Ceremony, the Commissioner highly welcomed us and thanked the Regional Government Committee and troops as well the Ethiopian brothers who played great role for the Security issues in this District, after that, he started to read the prepared documents of :
A) The District Office Materials,
B) The loans of some District mercenary members that was owed to the Centeral Government Military Forces that were in this District for long times, it was a happy day followed with drinks and different speeches of Community mobilizations.
When they completed their reading, he handed us the documents, we gave him (the DC) the Replacement Decree from the Ministry of Interior Affairs we carried, we thanked him for his respect and the loyalty he showed We requested him to work with the new District Council.
After they completed the Oath words with their hands on the Quran, we reminded them the great responsibility they carried, and consulted them to work the Somali community with flexibility, transparence and good governance.
- Security improvement:
The Ethiopian Commander and the Darawish Commander addressed to the Community elders and the commerce men; they are challenging Qansahdhere District security, because, they are paying knowing Al-Shabab Militants influenced their people, all the herd owners and commercial men are seem to be Al-Shabab supported spies who cannot be trusted, nevertheless, they consigned them to collaborate hand in hand with the District Council Committee in relation with the Ethiopian Forces and the Iswa Regional State troops who will be the key of Qansahdhere lock of the roads.
The ISWA Regional State Committee concluded; the session in good manner; and expected to see one day Qansahdhere Roads open, that well come; the cooperation ofl the residents and the Security troops.

3. A Public notice of the former DC departure and Community Mobilization:
We made very large meetings with the Community members at an open area, it was a Friday when the nomadic market is open and most of the villages living people lead their commercial animals for marketing, the nomadic people are very eager to know the ISWA Policy it was attended:
a) Religious members and Sheikhs,
b) Women groups,
c) Commerce Committees,
d) Intellectual Committees,
e) Health workers and the NGOs
f) Nomadic people etc.
The former DC Mr. Aden Abdi Aden informed the public audience that he left the DC Position, he thanked to the Community for the hard time they resisted to stay their District with killing, looting and torture, he advised his worked groups to assist the new DC, as they know more about the District.
We as a Committee outlined them that Qansahdhere security and prosperity are in their hands, we aforementioned them the fighting youth are their children, their wives and new borns are in their custody, they have to call their children,
We also favorably encouraged them to the Government Policy and fighting with Al-Shabab enemy which resulted the (Ethiopians and Somalis) to carry out joint Military operation movements against Al-Shabab Militant controlling villages that were killed many of well known personals as Manur Gurey, etc at Habal-barbare, Ufurow, Durey, Bulo-fur etc, which obligated Al-Shabab to minimize the pressure of Food transport by the donkey carts and wheelbarrows, but not yet allowed the transport vehicles directly to come in Qansahdhere.
We collected much information of different sources of Community concerns:
a), We made different meetings with the Community elders gathering their reports and how to overcome the challenges of Al-Shabab Militants, although they show fear from Al-Shabab Militants to be targeted, they raised the problems of living standard are not limited.

A discussion Meeting of how to deal with Al-Shabab pressure?
With the presence of the new District Commissioner and his Council, the Ethiopian Base Commander, the Somali Darawish Commander Mr. Ali Bon, the women groups, the chairmen of Qansahdhere resident sections and much other Intellectuals discussed how to pronounce the way to overcome Al-Shabab Pressure in this District?.
The Ethiopian Commander stressed that we are dying in your Nation for your sake, and we see Qansahdhere people perpertrate us and cheating themselves, he detailed that he was in Qansahdhere for 4 years, he knows who is loyal for the struggle and the dishonest people he took an example: Why some youth members are escaping from the new Military trainees Camp?, of course they cannot, if there is not facilitator, all the members had forecasted their ideas, finaly the session was concluded the under mentioned articles must be achieved:
a), To ensure the safety of the District area, c), To mobilize the Community to unite for the area security struggle,
b), To raise their Voice to get support from the Regional and Central Governments of
Somalia, as well the International Communities.
RECRUITMENT OF 300 TROOPS FOR QANSAHDHERE DISTRICT AND AL-SHABAB DEFECTORS
As part of our Official duty, after consultation with the Ethiopian Base Commander and the Somali Darawish Commander in Qansahdhere District, we started collecting the Voluntary youth as well the Al-Shabab fighting personals who wish to join in the Military training, the Community were resentful of Al-Shabab domination, at the 1st face, they were fearing to be targeted by Al-Shabab Militants, once they understood the aim of the training, they started to escape from Al-Shabab controlling areas in groups gradually increasing, the number we had since 07/11/2015 were 267, that we hopefully to be completed in a month. The training was Officially started on 10/09/2015 by the Somali and Ethiopian trainers.
Tthe South-west Regional State of Somalia is highly trying to cover their needs as Food, night sleeping sheets, and Plastic cover, shoes and Medicines as well, the trainees were morally trustful and hopefully they will eliminate Al-shabab Militants from the District area in the near future.
There are Al-shabab defectors of under age 18 and over 18 years with or without guns that participated Al-shabab Militant operations who willing to join in the Military training, after consultations, as Human Rights regards, we decided to sort them in two groups:
- As they fled from Al-Shabab enemy, and don’t have relatives to care in Qansahdhere, the under aged youth of 18, to offer food assistance, Security, shelter and Education.
- The defectors over 18 that participated Al-shabab operations with or without guns to reach Baidoa Disarmament Center to mobilization.
Since we were in Qansahdhere, we faced many cases, finally:
a) Three under 18 aged that need support we consulted with trainee administrators to stay in the compound, for food, security and shelter; and education but they need expenses (School fee support),
b) Four defectors from Al-Shabab; with a gun we transported to Baidoa disarmament Center.
2. Other additional reports:
a) Although there are no Humanitarian Assistances in the District, the IDPs and refugees from Ethiopia and Kenya started to return to their origin areas, increasing their number day after a day , they live with their poor extended families that isolated in Qansahdhere.
- There was a heavy rain fall continued about a weak; it damaged the few under-ground saved sorghum, the house stored materials, shops, killed hens, Goats, Human and destroyed the farmer seeds.
- The farmers tried to cultivate the crops again, but there are insects that cease the new seeds which they have no ability to prevent, it is highly needed insecticides to spray or other chemicals to kill that insects.
- The Health sector requirements:
Visit to Qansahdhere Hospital:26/08/2015,
Qansahdhere District Hospital is closed since the Civil war degrades, there is no other Governmental or private Hospitals to refer the patients, in our visit on the above mentioned date, we have seen:
- The gate of the Hospital is very pleasant in sight; according to the other destructed Government buildings we visited, that we saw mostly only broken stone walls.
- URRO local NGO that rehabilitated around 2008; labeled their name on the wall; top of the gate, to use as MCH, we got inside, we saw a boy in a room with a baby measuring scale that hanging on a roof construction wood, a sitting form and an old wooden table with a number of empty medicine packets, we asked him” who are you? What is your profession? What are you doing here? Are there any medicine drugs in the packets on the table?”
He responded: I’m URRO Local NGO repetitive, I’m a security guard, I’m looking for security of the Center, the packets on the table are all empty.
We continued visiting and we came across:
- A using Room as an Office (one Room) Normal can be used,
- Maternity Room (one Room) No roofing, door and windows,
- Patient Rooms (two big rooms) Old roof, to change,
- Outpatient Rooms (two) No roofing, doors and windows,
- Latrines Rooms (two room) No roofing, doors and windows,
On the next day, we called the Chairman of URRO Local NGO Mr. Hassan Matan, he informed us for his rehabilitation on 2008, from that they were looking to use as an MCH, we asked him to clean their name on top wall of the gate, as this is a Government Hospital, we confirmed: he can label on a side to show URRO has implemented as usually the rehabilitated Agencies do..
The Somali Darawish security forces are looking the savity of the Hospital, the Humanitarian Agencies Local, International, and the UN Agencies as well Ministry of Regional and Federal Governments are requested to give hand to reestablish Qansahdhere Hospital for Rehabilitation, Medicine, Medical equipment, and staff facilities.
The only Medical assistance Qansahdhere District Residents can get today is the two NGOs that working in low profile; because of Al-Shabab domination..
Dr, Abrone Issak Aden of SRCS is the only Professional Doctor in the area, he played Great Role of the patient treatment in low profile Medicine transport, he is very helpful person to Qansahdher community, and the related areas residents; as well BOM Local NGO for vaccination cold gin store that provides SRCS, and vaccination of epidemic diseasescent.
Recently, in November,2015, a shortage of vaccine drugs for Measle outbreak treatment reported to the Regional State Ministers in Qansahdhere, we submitted to the concerned Humanitarian Agencies in Baidoa, and the Ethiopian Sector Commander of Baidoa for Flight transportation, two flights of Medicines drugs sent to Qansahdhere, which is enough for Patient treatment and benefits to the surrounding Villages such:
-Habal-barbare, Ufurow, Durey Emid, Durey Geledle, Kor-imbod, Lowo Forar, Bulo-fur, Banadir Gadudo-dhunti, Bakal Edin, Elbai, Bakal Hassan Hiyadow, Bulo-ir etc. also some other neighbor District areas.

We visited different positions such the Schools, former District Court Office, Ministry of Finance Office, Ministry of Agriculture Office as well ADC Office and underground stores, all were showed unpleasant surface.

School Education:
There are no proper Educational background, but very low profile Primary and Intermediate Schools that serving few self reliance teachers who are donating their knowledge to their Somali youth brothers, no one assisting them either the Federal Government or the International Communities, the percentage attending the school educations are under the required standard about 20% consisting weak boys and girls, the rest of 80% are at home
supporting their families to get their daily living food or working in the farms, looking after animals or other live saving service, such as water supplying donkey carts.

8. Chalenges of Al-Shabab Domination:
As a result of Al-Shabab domination, the young parents left their children behind, either to Al-Shabab influence to other Regions or to foreign Countries, the Poor grandparents are looking for those neglected children eating one day and the other day no, including Al-Shabab’s wife and Children.
A) Daraawiish Forces fighting against Al-Shabab Militants in Qansahdhere District:
in spite of their low coverage of payments and other Military defense materials such heavy weapons and technical vehicles that enables them to fight with the enemy, carry on their food, water, Medicines and fuels, as well their dead and injured bodies, the Somali Military
(Daraawiish) in Qansahdhere District are playing great role for Security establishment in the District area, they are fighting with Al-Shabab Militants day and night with the help of Ethiopian brothers in the District, they are very strict to the ISWA Regional State Policy, they vowed to eliminate Al-shabab enmity in the District area.

ISWA Regional Government is trying to offer and complete their rights and in the near future we hope Qansahdhere District area to reach peace and prosperity.
B) Close look to another growing risk:
Takfir Group is another Islamic risk that growing recently in Somalia and Qansahdhere area, meanwhile; they are mobilizing the teenaged youth and women groups at this moment, they are worse than Al-Shabab Militants, as they believe the animal slough of non Takfir Muslims are HARAM, they don’t eat that meat, as well don’t marry their girls to the non Takfir Muslims, instead the wives of other Muslims believe free to marry for them which is out of the Islamic Religion.
On 27/09/2015, we met with Salad Aden Mahadey of the 2nd highest rank person after their leader, he told us smilingly “ We are here, studying the Islamic Religion Rules, when I asked him “ Why you deny to pray in the mosques and don’t eat the meat with the other Muslims?, he replied fearlessly “ They are mistaken” when I asked why don’t you correct them, he said we tried once, but failed.
Al-Shabab Militants tried once, they burned their Mosques and houses, to flee from that position, and instead they with their families sat on the fire ashes, and constructed bushes in that area where they are living today increasingly.
It seems, they are powerless at moment, when they got matured they will start fighting, our suggestion is to eliminate and destroy their strength before being strong.
C) Loss of Government infrastructure:
All the Government Representative Offices were destroyed; no Offices are working properly except two Offices of the District Council and two Local NGOs Compound Offices and the School:
- BMO Local NGO,
- SRCS and
- Schools
All the other Offices are from Ground level, their former area constructions are existing but require great Rehabilitations. Eg. If a murder captured, there are no places to imprison and no Judgment or Court to decide his case, the same as the other offices in general.
D) Boji Water dam Problems:
Boji is a North-West place of Natural water dam about 25KMS from Qansahdhere District main town, it is low area formed as a water dam, surrounded big land with area of 7 X 10Kmts, it has one opening way that follow the rain water, it fills once after every 4 – 5 years when huge rain falls achieved, at the present time it filled half volume and expected to completely fill in the future rains falls.
When it filled, it has sit effect there will be very poisonous flies known as (Baal-taag) it kills the goats and Camels in the area because of their spread.
DONATION:
The acting Minister of Resettlement and International Relation of Diaspora Mrs. Fadumo Mohamed Hussein (Fayow) donated one Machine and four tyre wheels for the Qansahdhere Darawish technical cars to replace the machine and tyres of one of their broken Technical Cars which will be great help for their Military operations, there are others promised to do so, but not received any so far, there are other two cars to donate too.
CLOSE LOOK AT QANSAHDHERE DISTRICT COUNCIL & THE LOCAL GOVERNMENT MANAGEMENT:
The District Council and the Local Governments in Qansahdhere have undergone huge decline since
the isolation of Al-Shabab Militants in 2011, governance in Qansahdhere District service
Delivery has been gradually lost presently, however the District Council and local governments
face numerous challenges, including Al-Shabab influence of the District main villages, fiscal constraints as there are not proper revenue sources, capacity building concerns, contradicting
legal and service delivery issues. On the other hand, there are requirement of revenue source establishment that need to be tapped skillfully, these include the willingness of collaboration
on the part of the local community, increasing understanding of the Local Community and
co financing local governance issues, and a vibrant media.
The revived local government could not immediately start the collection of revenues, due to
the trying circumstances and the difficult situation on the ground. However, the nominated
District Council managed ‐ up to a certain extent ‐ to mobilize civil servants and to resume some local
government functions. Despite the fact that local governments did not provide the mandatory
services to their immediate populations, mainly due to their inability to mobilize resources, the
inappropriate legal framework, the lack of political will to bring about concrete initiatives, and
low level of skills, yet they have gradually managed to carry out some of their tasks, and
eventually reached a point where the District Council could think of having trial establish revenue source.
- Local Government Functions:
Qansahdhere Local governments is mandated by law to render services to the people in their
stated in the constitution, article 112, and the Regions and Districts Law,
article 20. The services
one could expect from immediate local government include solid waste management,
streetlighting,sewage system, drainage facilities and, to some extent, the provision of primary
education and health services. Apart from delivery of services, Qansahdhere local government
is mandated to administer land management and planning issues as well as revenue,
collection and public expenditure management at the district level. However, the situation is quite different in Qansahdhere District; the local government provide only a small portion of
the legally‐mandated services, because they are seriously constrained by Al-Shabab influences limited Qanshdhere Isolated town resources.
- Executive Secretary:
In line with Article 12(3) of Regions and Districts Law, the District Executive Secretary is an
official from the Ministry of Interior. Under the current structure, the secretary is a member of
the municipal executive committee, and acts as the secretary of local council meetings as well.
The incumbent is a signatory to all financial transactions and manages day‐to‐day
administrative tasks of the local governments. Local governments, however, do not have full
autonomy in selecting and hiring all of their senior staff. This, it may be argued, weakens
accountability. Local governments do not choose their district’s Executive Secretary (ES). ES are
neither hired nor appointed by the district’s mayor, and are not local elected officials, either.
Instead, Executive Secretaries are appointed by Ministry of Interior. The recruitment, transfer,
promotion and dismissal of a district Executive Secretary lies with the Ministry of Interior.
- Local Government revenue Management:
Qansahdhere District local government financial management practices were
very old fashioned manual of typically the War Lord system (Collect and divide)– and often an erroneous one.
Friday animal market and very few of Local Government water wells are the only revenue source which do not cover the District needs, no other income is available from the other parts (Main Villages of Ufurow, Habal-barbare, Korimbot etc).

On the other hand, the frequent turnover of secretaries of the local governments has been
Noted to be finance gradual loss, and it affects the smooth running of administration at the district level, because they hold key positions in local governments, it will take a long time for the new Officers
to become familiar with the admistration processes
To manage the revenue and the expenditure to the nearest system of the Financial Regulations, we as ISWA Regional state Committee consulted the following details:
- Councils and their Functions:
The duties and tasks of the councils are clearly stated in the Regions and Districts Law 23/2007.
It includes the following:
Promotion of economic growth and development, including initiation and
implementation of development programmes and projects at the local level;
Promotion and care of the social welfare, such as education, health, water, electricity,
Sanitation;
Care and welfare for the environment, forestation, and animals and economic
Infrastructure, in collaboration with relevant sector ministries;
Generation, mobilization and allocation, including accounting, for the use of public
resources
Inspection of new buildings, and those that are being renovated or require demolition,
in collaboration with the Ministry of Public Works and Housing;
Provision and maintenance of public infrastructure, e.g. construction, improvement and
care of roads inside the towns of the district, in collaboration with the Ministry of Public
Works and Housing;
Promotion of participatory planning and community participation in local decision
making;
Establishment of sub‐committees as required. (Regions and Districts Law, 2007)
REQUIREMENTS:
- Rehabilitation of the former government offices, and buildings,
- District Hospital Rehabilitation, Medical Equipments, Medicines and staff facilities,
- Military facilities for the Somali Darawish troops and completion of their rights,
- Capacity building of Good governance, transparency and collaboration with the security forces.
- Emergence Assistant of food and Medicines for the new returnees and the poor communities whose food stores and farm seeds destroyed by natural disasters.
- To establish Military Base in Habal-barbare, Ufurow and Kurtun.
- Emergence treatment of Livestock as Boji dam is supposed to be filled this year.
- To get a Center of education and feeding for the young youth under 18 who are willing to join with the Drawish trainees, at moment, they are at the trainee Compound for security, but legally they have to get protection and Education.
- To get Food assistance and human facilities for Al-Shabab Militants defectors who came to the Darawish toops, they are to transport to the Disarmament and Demobilization Center in Baidoa, but required to get food, sleeping sheet and night cove r until they reach to Baidoa.
- A policy to fight against the growing Takfir Islamic Risk.
CLOSING CERMONY:
On November 5, 2015, a very large leaving Ceremony was made by the District Council, it was very pleasant session, that participated all different Community Committees, the Ethiopian representatives, Somali Darawish troops and all other important personals, it was happy day with drinks and Somali cultural system of lunch eating (one dish for 4 persons) with hand washed, the participants were eating brotherly, happiness and laughter were followed.
The Regional State Committee informed the participants that they are very fortunate to visit Qansahdhere this, they gained good details of Admin procedure, and we hope you will get good improvements in the future.
